The Committee on Climate
Change (CCC) is a quasi-autonomous non-government organisation
(quango) established by the Climate Change Act to advise on carbon
budgets leading to the 80
percent cut in carbon emissions by 2050 mandated in the act.
The committee advised a 34 percent cut by 2020 which was accepted
by government and enshrined in UK law. The quango has estimated
that the cost of domestic action will be less than
one percent of gross domestic product (GDP) by 2025. The
more ambitious "global offer budget" - designed to fit with a
future global deal and show leadership in international
negotiations - would only add a cost of 0.1 percent of GDP by 2025.
The CCC states that annual investment to decarbonise the power
sector should be £10 billion with £3 billion spent on reducing
building heating costs and £1 billion set aside for reducing
industrial emissions.
